...instead of deleting problem posts, they could be put in some kind of "ignore" state that can be toggled by individual users. Mods would invoke this judiciously so that only the really funny or interesting troll posts can be turned back on.

which is a section where troll posts are moved (rather than deleted), and we get to tear strips off them without clogging up the other forums. It's fun, and you'd be real surprised how long the trolls stick with it when we do.
