Can someone here fill me in on operation "Garden Plot?"

A friend of mine sent me a disturbing email about operation "Garden Plot" with pics that scared the shit out of me. Is this just a hoax, or is it real? I feel I am pretty informed about most things, but I have never heard about this before. It seems too far over the top to be true, but you never know with Bush in charge. Will someone tell me it's not true, so I can sleep peacefully tonight?
