The talking point seems to be that because of the less-than-expected damage caused by Ivan and Dennis, people weren't taking Katrina seriously.
Nothing about cuts and privatization.

about this privatized hurricane relief organization and what they hope to do after Katrina blows through. I say this because the relief effort is going to be mammoth, if the worst happens, and I forsee a private company just throwing up their hand and declaring bankruptcy unable to cope with the seriousness of the situation. (At this point it's a hypothetical, but my fingers crossed for as little damage as possible)
