Who said they instucted the Nat' Guard and Local Police to be "Ruthless"
to "looters" I remember someone said that during a live news conference on the cable news stations and does anyone know what he means by being "ruthless"?

The people are swarming all around a store and a warehouse. It could be an isolated incident. One guy has a couple cases of beer. Another guy is running while pushing a grocery cart. The news crew just drove by.

edit: They may replay the video again.
