Pretty smart actually. Having been through several hurricanes, I can tell you it's dicey enough to get around during the day. After dark, watch out. It is physically dangerous. Not just from other people, but from creepy crawly things and debris. Unless it is an extreme emergency, there is absolutely no reason to be out after dark. I would not be worried about martial law being imposed unless it was still in place several months from now. :-)
If memory serves, Miami is no longer under the martial law imposed following Andrew.

but, I think they should say "anyone seen on the streets after dark will be taken to SAFETY" Crisis doesn't have a specific time, so they shouldn't arrest people for being outside. It gets very hot really fast down south when the power goes out in your home and being indoors is very uncomfortable.

You sound surprised that there'd have to be martial law after a catastrophe of that magnitude...
By the way, it IS amusing that Faux basically stole the last section of that story from the Today show.

I was thinking last night - food. It was good the looters took all the food because it would be rotten very soon. TV's are different, but I'm for looters taking food. It will be weeks or months before NO gets electricity from what I'm hearing.
As for martial law - when Andrew hit, no one saw the police for weeks. It was a mess. Looters were going into people's homes and taking whatever was left. There was a story of a family came back to their home, packed their car with everything that was left and the looters drove up at gun-point and stole their car. Not these kinds of people should be shot.

But we're only a population of just over 150,000. NOLA has 1.3 million as of the 2000 census, according to Wikipedia. The city and surrounding area is crippled to the extent that it's difficult at best for rescue workers and police/NG to move around and aid victims. Applying martial law is reasonable for such a drastic situation. No one who still has shelter needs to be out after dark in these circumstances. And if they're out wandering around because their house is flooded, they will be taken to safety.
