I drew it myself. I've been getting back into my political cartooning groove again after dropping it after college.

It really is horrible and too true that if this was under Clinton's watch and he was off cutting cake with a smirk, it would be political suicide. It might still be political suicide for Bush, it's just that he doesn't care.
