In an earlier modeling study, the NOAA group simulated samples of hurricanes from both the present-day climate and from a greenhouse-gas warmed climate. This was done by "telescoping-in" on coarsely resolved tropical storms in GFDL's global climate model using the high-resolution GFDL hurricane prediction model (Figure 2). A research report by T. Knutson, R. Tuleya and Y. Kurihara describing this work was published in the Feb 13, 1998 issue of Science, with a more detailed paper in Climate Dynamics (1999, vol. 15).

In a follow-up study, which appeared in the June 2001 issue of Journal of Climate, NOAA scientists Knutson and Tuleya teamed up with Isaac Ginis and Weixing Shen of the University of Rhode Island to explore the climate warming/ hurricane intensity issue using hurricane model coupled to a full ocean model. The coupled model was used to simulate the "cool SST wake" generated by the hurricanes as they moved over the simulated ocean (Figure 3). The model simulations including this additional feedback still showed a similar percentage increase of hurricane intensity under warm climate conditions as the original model without ocean coupling.

The most recent and comprehensive study by Knutson and Tuleya, published in Journal of Climate in September 2004 (download paper), confirms the general conclusions of previous studies but makes them more robust by using future climate projections from nine different global climate models and four different versions of a new higher-resolution version of the GFDL hurricane model. According to this latest study, an 80 year build-up of atmospheric CO2 at 1%/yr (compounded) leads to roughly a one-half category increase in potential hurricane intensity on the Saffir-Simpson scale and an 18% increase in precipitation near the hurricane core. A 1%/yr CO2 increase is an idealized scenario of future climate forcing. As noted by the Intergovernmental Panel on Climate Change (IPCC), there is considerable uncertainty in projections of future radiative forcing of earth's climate.

An implication of these studies is that if the frequency of tropical cyclones remains the same over the coming century, a greenhouse-gas induced warming may lead to a gradually increasing risk in the occurrence of highly destructive category-5 storms.

While global warming is undoubtedly an important factor, it does not fully account for these extreme and unusual weather patterns.

Weather Warfare

The significant expansion in America's weather warfare arsenal, which is a priority of the Department of Defense is not a matter for debate or discussion. While, environmentalists blame the Bush administration for not having signed the Kyoto protocol, the issue of "weather warfare", namely the manipulation of weather patterns for military use is never mentioned.

The US Air Force has the capability of manipulating climate either for testing purposes or for outright military-intelligence use. These capabilities extend to the triggering of floods, hurricanes, droughts and earthquakes. In recent years, large amounts of money have been allocated by the US Department of Defense to further developing and perfecting these capabilities.

Weather modification will become a part of domestic and international security and could be done unilaterally... It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog, and storms on earth or to modify space weather, ... and the production of artificial weather all are a part of an integrated set of technologies which can provide substantial increase in US, or degraded capability in an adversary, to achieve global awareness, reach, and power. While there is no firm evidence that the US Air Force weather warfare facilities have been deliberately applied to modify weather patterns, one would expect that if these capabilities are being developed for military use, they would at least be the object of routine testing, much in the same way as the testing of new conventional and strategic weapons systems.

Needless to say, the subject matter is a scientific taboo. The possibility of climatic or environmental manipulations as part of a military and intelligence agenda, while tacitly acknowledged, is never considered as relevant. Military analysts are mute on the subject. Meteorologists are not investigating the matter, and environmentalists are strung on global warming and the Kyoto protocol.

Ironically, the Pentagon, while recognizing its ability to modify the World's climate for military use, has joined the global warming consensus. In a major study (pdf) , the Pentagon has analyzed in detail the implications of various global warming scenarios.

The Pentagon document constitutes a convenient cover-up. Not a word is mentioned about its main weather warfare program: The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska --jointly managed by the US Air Force and the US Navy.>>

My sister-in-law is a scientist with NOAA's National Center for Atmospheric Research in Boulder. She is working 24-hour shifts because their staff has been decimated. She has to fly out to Hawaii constantly to work there because they don't have money to keep staff there. I know, Hawaii sounds lovely, but she's exhausted and has a 5-year-old daughter just starting kindergarten so it's a terrible strain on the family.
