1. The massive amount of water pouring through would just wash it away
If there was no water pouring through, they could plug it. But then they wouldn't need to. Since there is water, they can't.

2. Didn't the mayor say they never showed up to do it?

3. CNN's just reported that the Army helicopter that was supposed to make
the delivery was diverted to do search and rescue. Now who was the Pentagon liar who said that there are "adequate units" to assist hurricane victims?

4. New Orleans mayor was live on WWL saying the 'copters mysteriously...
didn't show up, and he didn't know why. He said the sandbag dumping was planned but then apparently canceled for unknown reasons. He promised to find out by whom and why. Though the mayor didn't say this, other information from elsewhere makes it clear that the mysterious cancellation of the helicopter/sand bag operation is the death knell for New Orleans. It will soon be destroyed, as no city in modern history has ever been -- probably destroyed beyond any capability of rebuilding.

(Political note: New Orleans went 71 percent for Kerry/Edwards, and Christofascists despise New Orleans as "Sodom on the Mississippi." Which in my opinion raises very strong questions about what motivated the cancellation of the helicopter/sand bag operation -- this cancellation that doomed the city -- and from how far up the chain of command the mysterious cancellation orders originated.)
