The actual truth is that many of these things as they are reported in photographs and verbal descriptions are so cheaply built they can largely be whipped up on the fly. They're not much more than fencing and watchtowers, possibly with concertina wire atop the fencing. AIUI closed military bases are meant to be used for "more secure" structures.

The upshot is that they're doing it on the cheap. The fencing-only concentration camps are probably almost literally overnight operations for Army Corps of Engineers -type units. In fact, openly published plans for rapidly-constructible POW internment camps are out there that strongly resemble the accounts of FEMA's REX 84 concentration camps.

Another thing is that there are some other documents suggesting that the construction plans were grossly underbudgeted in comparison to the extents of the plans. This furthermore suggests improvisation. This has been borne out in various cases by discovering what was thought to be a suspected REX 84 concentration camp was in fact a landfill or a similar affair in various cases, and also REX 84 -style concentration camps springing up in unusual places known not to have had such fencing and other confinement structures prior to their use as such (Pier 57 in particular).
