I saw a fast clip last night on ABC of prisoners from the jail who were moved onto an overpass. It wasn't clear, does anyone know if they were moved there before or after the storm? The implication was that these men sat there in the open through the hurricane.

I don't think it's accurate, from what I understand of the situation, to call it a full scale riot. It looks like a few of them saw an opportunity while they were being moved and took it.
