Looks to me like Bush has to pay off a Trifecta

1) Massive amounts of resources, both human and physical, sitting in Iraq and can't be used at home.

2) Cut funding for shoring up NO infrastructure, basically gambling that the big one wouyldn't hit while he was president (while ignoring the implications of global climate change).

3) The big one hit NO and the Mississippi gulf shore which is the soft underbelly of United States Energy production and commerce, shutting down multiple refineries and the transport of not only crude, but grain, coffee, foodstuffs, and all manner of expo9rts and imports.

Cause that point's the finger towards we don't have the resources to fix this problem, which, in a roundabout way, points to the stupid Bush Tax Cuts.

And they have been pretty careful to avoid any suggestion that there is any lack of funds.
