Pat Robertson words vs. Bush admin deeds

Pat Robertson's call for the assassination of Hugo Chavez and even his backing down to just kidnapping clearly fits the definition of terrorism in the Patriot Act and pre-existing anti-terrorism laws.

That being the case, wasn't the Bush administration actively backing a coup that ACTUALLY INVOLVED KIDNAPPING president Chavez a terrorist act?
