When Cheney met with the energy companies,
did they discuss refinery capacity? Why was nothing done? In an emergency (like now), US security demands excess refinery capacity. The refineries should be located in secure locations and not concentrated in disaster prone areas. They've had five years to get started. What the hell has Bush done? What has Homeland Security done?

In view of this governments repeated failure to protect the people's interests, we must demand full disclosure.

1. I'm sure they did discuss refining capacity.
Specifically, how reducing capacity was important for profits.

It's your basic economic pronciple: control your supply while minimizing investment, keep demand high and voila!! Profits increase!!
