in 5 days. Those people have been stranded on rooftops for three days already, in 100 degree heat, without water or food. The death toll of the initial hurricane will now double because of total incompetance by this administration.

it was ging to be bad for New Orleans...it seems like they are really good at pre-emptive strikes fro war, but only reactionary for known or occuring disasters

I'm just a layperson, but I was thinking that if they'd started stocking the ships last week and gotten them into the Gulf area on a standby basis, they would have been there perhaps as early yesterday. But I'm sure that there's some naysaying-shit-upon-any-creative-idea-during-this-disaster DUer out there who can enlighten me as to why this would have been totally impossible and unreasonable, etc.
(I agree with your idea of "pre-emptive disaster relief!")
