Need tech help for a flood victim, he's seen the roof of his house

Need tech help for a flood victim, he's seen the roof of his house
from a news video (on Fox, but who cares where good news comes from at this point). The driveway didn't have any water on it, so it means his house hasn't flooded, just the street - if it's current video.

If he can pinpoint me to the video, is there any way to tell WHEN it was made? His wife is a nurse in one of the hospitals and he's sitting here going out of his mind with worry - I'd love it if this situation were true and the house didn't flood, but I'm also going to hate it if this has gotten his hopes up and it isn't that situation anymore.

Any techies that can point me in the right direction?? Thanks
