"Comforting words" from the bishop speaking on CNN

Did anyone else see this? Correct me if I'm wrong, but this is basically what I just heard from the guy in the couple minutes I was watching:

-He wishes he could be there to 'minister' to the people there
-The ones who evacuated were in god's graces
-God left the people still in NO there for a reason (I'm going to assume he means god is giving them struggle and not punishment)

Now I'm not trying to read too much into it, but is 'god has a plan for everyone' really the best thing people can hope for at this point?

Does this mean that God wants specific people to be raped, specific children to be molested? If thats what God is like, I don't think he deserves to be worshiped by anyone.
