Could Algiers (NO west bank) serve as the nucleus of the new city?
It's actually right across from the aqarium and Riverwalk area; there's a ferry. It doesn't seem to have fared as badly, not being exposed to the inflow from Lake Pontchartrain. There is precedent here: After the 1906 San Francisco earthquake and fire, the Fillmore district (Western Addition) became the de facto center of town for a few months.

I just saw that Naval Support Activity N.O., which is mostly over there, got off the base closure list. On the one hand, they desperately need the jobs; on the other, that land could have become the new CBD.

1. No one wants to settle Algiers?
C'mon. Where's your pioneer spirit? Besides, most of the Mardi Gras floats are made there, at Blaine Kern Artists.
