Even the Tsunami relief, which came out of the blue without warning, had water for people the day after, and boats to rescue them.

I'm appalled at the inept, slow, meager response. That isn't directed at those on the ground in NOLA. They are working their asses off and I have nothing but respect and admiration for them. But whoever is in charge is completely inept.
