The Bush administration is lying to this nation. When will the right wingers get that? Will they get it when they read it from a White House document?

Statement on Federal Emergency Assistance for Louisiana

The President today declared an emergency exists in the State of Louisiana and ordered Federal aid to supplement state and local response efforts in the parishes located in the path of Hurricane Katrina beginning on August 26, 2005, and continuing.

The President's action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives, protect property and public health and safety, or to lessen or avert the threat of a catastrophe in the parishes of Allen, Avoyelles, Beauregard, Bienville, Bossier, Caddo, Caldwell, Claiborne, Catahoula, Concordia, De Soto, East Baton Rouge, East Carroll, East Feliciana, Evangeline, Franklin, Grant, Jackson, LaSalle, Lincoln, Livingston, Madison, Morehouse, Natchitoches, Pointe Coupee, Ouachita, Rapides, Red River, Richland, Sabine, St. Helena, St. Landry, Tensas, Union, Vernon, Webster, West Carroll, West Feliciana, and Winn.

Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Debris removal and emergency protective measures, including direct Federal assistance, will be provided at 75 percent Federal funding.

Representing FEMA, Michael D. Brown, Under Secretary for Emergency Preparedness and Response, Department of Homeland Security, named William Lokey as the Federal Coordinating Officer for Federal recovery operations in the affected area.

Notice the date? Bush activated federal help for Louisiana on August 26. That was FRIDAY! The hurricane struck on the following Monday. The flood happened on Tuesday. Yet, no federal help arrived until FRIDAY. A WHOLE WEEK LATER!!!!!

32. Well I have been faxing my copy
to congress. Done 25 in the last two days. I am sure others have done the same. ;) Started with DEMS first.
(just in case those congress critters have bad memories) Can't let them use the old head of FEMA response, "We didn't find out about it until this morning" YEA blah blah blah....

shows us the company, Innovative Emergency Management, Inc. IEM for short, that should have planned out rescue and relief efforts in New Orleans. I also note that it took around FIVE whole days but FEMA finally got around to the process of privatizing bus contracts to rescue those New Orleans Superdome/ConventionCenter refugees. Those bus contracts appear to have gone from 650 to 5000 by the time FEMA realized people were AT those sites !

So, you can see, FEMA was ‘privatizing’ the rescue/relief effort and dawdling in this effort, rather than expediting rescue/relief that the National Guard/military could have been doing.

This truly STINKS, to high heaven. Let's hope DUers get this info to the media and to someone in Congress or the courts who can take action. Otherwise we'll all know what was going on, but like in that Leon Uris novel QBVII, there'll be a punishment but it will only be 'symbolic' at best. Republicans need to know what their privatizing and outsourcing is truly costing this country !

17. I was just thinking Tim Russert
that response from that parrish president where he told the story about the woman who called her son from the nursing home everyday until she finally drown on Friday - that was prompted by Russert's asking if the local authorities held some responsibility.

This article says the entire N.O. and SE Louisiana area got the privatized hurricane disaster recovery planning contract, 'outsourced' by FEMA.

20. Jefferson Parish not included because
this was pre-storm when the exact path was not known. The copy of Blanco's Declaration, previously on the governor's website (which I now can't find, but Aravosis has it) had alot more parishes listed, including mine. whew

This FEMA doc came to the attention of the liberal bloggers, along with Blanco's declaration a few days ago. They have all been saved.

Here is evidence that she took the proper steps:

BATON ROUGE, LA--Governor Kathleen Babineaux Blanco today issued Proclamation No. 48 KBB 2005, declaring a state of emergency for the state Louisiana as Hurricane Katrina poses an imminent threat, carrying severe storms, high winds, and torrential rain that may cause flooding and damage to private property and public facilities, and threaten the safety and security of the citizens of the state of Louisiana The state of emergency extends from Friday, August 26, 2005, through Sunday, September 25, 2005, unless terminated sooner.

The full text of Proclamation No. 48 KBB 2005 is as follows:

WHEREAS, the Louisiana Homeland Security and Emergency Assistance and Disaster Act, R.S. 29:721, et seq., confers upon the governor of the state of Louisiana emergency powers to deal with emergencies and disasters, including those caused by fire, flood, earthquake or other natural or man-made causes, in order to ensure that preparations of this state will be adequate to deal with such emergencies or disasters and to preserve the lives and property of the citizens of the state of Louisiana;

WHEREAS, when the governor finds a disaster or emergency has occurred, or the threat thereof is imminent, R.S. 29:724(B)(1) empowers her to declare the state of disaster or emergency by executive order or proclamation, or both; and

NOW THEREFORE I, KATHLEEN BABINEAUX BLANCO,
Governor of the state of Louisiana, by virtue of the authority vested by the Constitution and laws of the state of Louisiana, do hereby order and direct as follows:

Notice the date? The White House is stating that Bush activated federal help for Louisiana on August 26, but he left out some Parrishes! That was FRIDAY!

The FEMA web site shows that same original declaration as dated August 29 (MONDAY) instead of August 26 and it does include all the Parrishes.

Governor Blanco declared Louisiana to be in a state of emergency on FRIDAY, AUGUST 26TH.

The White House web site is evidence that Bush activated federal help for Louisiana on FRIDAY, AUGUST 26TH. The FEMA web site shows a declaration dated MONDAY, AUGUST 29TH. What accounts for that discrepancy within the Bush administration?

Any way you look at it, the hurricane struck on MONDAY AUGUST 29TH, after Governor Blanco had declared a state or emergency. By the Bush administration FEMA document, the absolute latest Bush approved federal assistance for New Orleans was MONDAY, AUGUST 29TH, the day of the hurricane. The flood happened on TUESDAY, AUGUST 30TH. Yet, no federal help arrived until FRIDAY, SEPTEMBER 2ND!

RANCHO CUCAMONGA, Calif. (AP) — President Bush on Monday pledged extensive federal help for victims of Hurricane Katrina to "get your lives back in order." The government put into effect a massive emergency assistance program that included rushing baby formula, communications equipment, generators, water and ice into hard-hit areas.

"It's a storm now that is moving through and now is the time for governments to help people get their feet on the ground," Bush said. "For those of you who are concerned about whether or not we are prepared to help — don't be. We are."

He added, "We're in place, we've got equipment in place, supplies in place and once we're able to assess the damage we'll be able to move in and help those good folks in the affected areas."

The Federal Emergency Management Agency had medical teams, rescue squads and groups prepared to supply food and water poised in a semicircle around New Orleans. (Related item: FEMA ready to test recovery procedures)

"I was impressed with the evacuation. Once it was ordered it was very smooth," FEMA Director Michael Brown said in a telephone interview with The Associated Press.

"State of Emergency Declared in Mississippi, Louisiana DueIn anticipation of a possible landfall, Mississippi Governor Haley Barbour and Louisiana Governor Kathleen Blanco declared States of Emergency Friday. In Louisiana, New Orleans is of particular concern because much of that city lies below sea level.
According to Gov. Blanco, Lake Pontchartrain is a very large lake that sits next to the city of New Orleans and if the hurricane winds blow from a certain direction, there are dire predictions of what may happen in the city."
