That word 'blame' should be deep-sixed in favor of 'responsibility'.

That is the question...
I like the frame....
America from it's inception has been a country devoted to accountability until modern times. We need accountability back it is the American people's greatest community asset.
All the other ideas that are the foundation of our democracy mean nothing with out the idea of accountability.

Another message board I post at (and it's a REAL free-for-all) doesn't even have the usual trolls showing up to defend Chimpy on this. I've posted some of the most damning stuff there as I often do, and there's barely a peep from the usual suspects.

Blame implies that once you find the culprit, everyone else is off the hook.
The degree of responsibility each person has is in direct proportion with how much power they have. Each person involved needs to be judged separately based on their position and what was expected of them. You can't compare a mayor's responsibility with a president's.
Even if the mayor or governor were completely negligent or corrupt, even if they escalated the disaster it doesn't excuse Bush's incompetency in dealing with that disaster.
I think the Nagin and Blanco did great. At least they were there making every effort and doing the best they could. That's already more than what Bush did.
Michael Brown is not qualified or capable of heading FEMA. But he didn't hire himself. Bush hired him. Firing him does not clear Bush of responsibility.
