be housed in those "high ground" buildings during the flooding? It was dry there and there may have still been running water. Whats the deal there?

Help never came. There were people in the high rises (where they were not supposed to be) but no water and sewer kept backing up higher and higher. Food spoiled. Windows blown out. Flies. People started dying from no medicine, extreme heat and stress. No phone, TV or radio. They were the lucky ones as it turns out.
People finlly gave up being rescued and tried to leave but could really only leave by boat, boats in short supply. Armed police wouldn't let people cross the only road out into Gretna.

in the storm. There are still hundreds of people still living there. I'm watching NIGHTLINE now and Ted Koppel is interviewing a couple of women. They say there are lots of guns there, some National Guard. People are confused about what evacuation rules are in place now.
Will they or won't they have to go. At some point people will be forced to evacuate is the big question. There is some power but little water.
The mayor has just ordered forced removal. Didn't say how they would do it. Good luck mayor.
