The President today declared an emergency exists in the State of Louisiana and ordered Federal aid to supplement state and local response efforts in the parishes located in the path of Hurricane Katrina beginning on August 26, 2005, and continuing.

The President's action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives, protect property and public health and safety, or to lessen or avert the threat of a catastrophe in the parishes of Allen, Avoyelles, Beauregard, Bienville, Bossier, Caddo, Caldwell, Claiborne, Catahoula, Concordia, De Soto, East Baton Rouge, East Carroll, East Feliciana, Evangeline, Franklin, Grant, Jackson, LaSalle, Lincoln, Livingston, Madison, Morehouse, Natchitoches, Pointe Coupee, Ouachita, Rapides, Red River, Richland, Sabine, St. Helena, St. Landry, Tensas, Union, Vernon, Webster, West Carroll, West Feliciana, and Winn.

Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Debris removal and emergency protective measures, including direct Federal assistance, will be provided at 75 percent Federal funding.

Representing FEMA, Michael D. Brown, Under Secretary for Emergency Preparedness and Response, Department of Homeland Security, named William Lokey as the Federal Coordinating Officer for Federal recovery operations in the affected area.

now that we have "my posts" back temporarily, I'm responding so I can find later.

Now, when did Katrina actually make landfall? It's been so hectic the past 10 days or so, that I've forgotten.

16. Yep, FEMA did not hold up their end of the bargain
thus the DHS failed to fulfill its charter, Cheney failed to keep the Nation Prepared as head of the Office of National Preparedness, and Bush failed to hold them accountable for their inaction.

7. But it's just sooo convenient to blame the state and local
government. People who don't know the law buy it, and once again the nitwit and his malicious troop get off the hook. Thanks for posting this. I'll send it along to my email list.

8. Today's spin - State and Local officials
Repeat as often as possible.

It doesn't matter whether or not something is true any more, but if the repugs repeat a talking point enough times, then it becomes part of the urban legend.

I am finding this stuff is becoming almost impossible to counter. Especially when people like NPR and people who post on sites like DU help to promote these memes.

11. WHY ISN'T THE NYT OR THE POST PUTTING THIS ONE THE FRONT PAGE?
As long as those two papers are silent, the right-wing will be able to continue their propaganda of disinformation.

13. Pretty much lets Bush* off the hook for not acting soon enough
It does not let him off the hook for hiring cronies that have no experience though and it certainly does not let FEMA or Homeland Security off the hook.

14. Hey Walt-how about the 50 Atlanta firefighters used for W's photo-ops?
The Aug.27th order is damning, what follows is purely rediculous.

http://www.democraticunderground.com/discuss/duboard.php?az=show_mesg&forum=104&topic_id=4674340&mesg_id=4674340

But as specific orders began arriving to the firefighters in Atlanta, a team of 50 Monday morning quickly was ushered onto a flight headed for Louisiana. The crew's first assignment: to stand beside President Bush as he tours devastated areas.
