Shrub and a consortium of PNACers privately funded the next $600 million in the hunt for WMD? I wonder if they'd go for it if the US govt. said, "It's your deal. If you find WMD as defined by xxx, then we'll repay your $600M plus 10%, but we aren't wasting any more taxpayer money on your boondoggle."
My guess is they would find a way to fake the WMD find.
