So if Cuba invaded New Orleans instead of a hurricane hitting it, would you expect the mayor of New Orleans to repel the attack? perhaps it would be the Governors responsibility.

3. Actually, the better analogy would be this:
Cuba invades Florida (well, it's going on, one "refugee in an innertube" at a time).

I say we let Jeb Bush handle it himself . . . no National Guard, no help from the military . . .
