There was a story about the photo on Reuters -- it's in LBN somewhere.
A thread here on DU said that when CNN covered it, they also showed Bush getting up and going to the bathroom (and Condi taking his chair) shortly after the time the note had been written.

Reuters says the photos were photoshopped to clean up some overexsposure in the documents behind the note. It is particularly noticable near his hand where the text bleeds out.

Which is okay per photojournalist ethics. A photojournalist may improve the contrast, density, etc. but not put something that isn't there. The original shot was overexposed and rendered the writing unreadible.

Nonetheless, it is the note George wrote. The note is truthful Drudge is, minimally so.

He was part of a pool stationed on a balcony that faced Bush's back; a group of White House photographers was on a balcony facing the president.
Wilking shot about 200 images and sent two memory cards to the press room at the U.N., where Hershorn was working. Hershorn looked at the images on a computer and initially decided not to send any of them.
But a few hours later, he started to wonder about a note that Bush was seen writing in three of the pictures. Out of curiosity, he zoomed in to see if he could read it.
Once he saw what it said, Hershorn decided the note was interesting and worth publishing. The white parts of the picture were overexposed, so a Reuters processor used Photoshop to burn down the note. This is a standard practice for news photos, Hershorn says, and the picture was not manipulated in any other way.

In the olden days, before digital or even color photography, people in labs actually had to chemically produce prints, often compensating for over- or under-exposure by manipulating how much light hits certain parts of the exposure. Now we do it on a computer. And if you want something unclear to become more clear, this is what you do.
Nearly all digital photos are enhanced in one way or another, and the photoshopping that took place here -- at least according to Reuters -- was to make the note more clear; not, as is implied by the headline, to fake or superimpose the note itself. I suppose that, strictly speaking, Drudge's headline is accurate, but what he's getting it is not.

And whether real or not, it's a hoot to see the RW go nuts over this. As if going potty is somehow a liberal thing that neocons just don't do.
