This even though, as royalty, she was not obligated to make the blood payment feudal lords had to make when they killed someone of lesser rank. So, she, like Chimpy, saw herself as astonishingly generous.

4. That's so true
and The rich man's only giving the mother of the boy he killed, money, only to give someone else the impression he gives a crap, which he doesn’t. He isn’t even aware he did anything wrong. Also, there's a scheme to make a profit on the side from the gift at the same time, while using someone elses money.
