By a vote in Congress. It is different than an impeachment. I think it can happen at any time, but it is very unlikely to happen unless he is convicted (and even if the Democrats were in charge, they would be unlikely to remove someone from office before a trial. I do not think i would support such a move before a conviction).
I do think that DeLay can lose official leadership positions immediately. His unofficial power is still there, but will be greatly diminished.
If Dr. Fist ... er... Frist, far behind? Rove?
