I have a question. Isn't this just an amendment to a larger appropriations bill? If so, doesn't the whole bill have to pass for this to mean anything? Or, is there a line-item veto on the appropriations bill?

and this is the second time McCain has tried to get this prisoner treatment amendment passed. The first time the Senate pitched it. This time it will go through because it's tied to appropriations, which, as Stevens has repeatedly said, has to get passed this week.

I didn't see how they could possibly not pass the on a bipartisan basis and I guess I was right for once. Is there any way it can get pulled before the bill goes for final approval?
