After a racial incident last week involving a blackface doll hung in a noose from the back of a Southampton Town employee's pickup truck, a member of the town's Anti-Bias Task Force said yesterday he previously had warned town officials that a climate of racial hostility existed in the highway department.
Task force member Bob Zellner said the anti-bias group three years ago brought incidents of racial taunts and harassment - including one involving a similar doll attached to a truck - to the attention of Town Supervisor Patrick A. Heaney and Highway Superintendent William H. Masterson Jr.
One week ago, two town highway department workers were told by a passing motorist that the pickup they were driving was dragging the doll.

"The people in charge continue to take it so lightly that the people in these departments believe it's OK, that racial practices are OK," Zellner said. "The rank and file don't get the message that this is not right."
