Here is the scenario:
Santos Plays the religion card against the aithiest Vi who becuase he's from Califrnia had an electoral lock.
The RW Fundies are so upset with VInick tha the revenerend he beat in the primary declares an independent bid. SUddenlyu everything is up for grabs.
Besides thay have to bring back Josh even if DOnna is no there....Wha't up with that?
Although I think I read the Rob Lowe may be back since he can't hold a leading role.

Space station was having proble, with air supply and they had to either divulge the space shuttle of let the crew die.
The leak made it moot....
sub plots galore but it may have bben a Toby decision to fall on his sord so that Leo who is now running for vp would noth have to go befor theRepubublican Sentate committer,,, THe short conversation beteen Bartlet and Siegler might have indicated that the leak was actuall Leo.

Toby would take the sword for it. I remember him being very anti-leak early on in the series so that's why I couldn't buy into it when this whole thing started.

Second or third season, his brother was on the shuttle when problems arose - there was a very tense day or two for him while they tried to fix the shuttle. Compound this with the fact that his brother committed suicide last year, I think Toby could very easily have done this....He knew what the families of this shuttle crew were going through.....

There was one episode where a comment he made during a meeting was leaked by a staffer made it into the press. He called everyone into the cafeteria and gave them hell over it.
Another episode he made some comments to a republican strategist and she leaked it to the press. This was an old girlfriend, I think.
I think he's covering for someone else. Toby has a hell of a lot of integrity and leaking information, especially classified, just isn't in him. I think he knows who did it and is falling on the sword.

The vonversation between Bartlet and Seigler had a potentialotherrationale.
Prez says that CJ is the focus of the investigation and that the FBI id looking in the wrong firection and Toby said I know.
I still think it was Leo the the Leaker...but it could have been the President as well. Bartle is the master of the misdirect as we know... Leaking to Greg Brock (what the Hell happened to Danny???) gets the AStronauts home , and is a bone for the Chines and Russians... for reasons yet to be revealed.

Anyone else noticed that when the credits roll at the beginning of the show, Alan Alda (Vinick) is listed as a 'normal' regular member of the cast. Smits (Santos), however, is placed at the end of the opening credits with the preface "with" Jimmy Smits and that is done for only one other cast member - Martin Sheen.
Also, if you go back to the first episode to air this season - at the very beginning where the cast is at the dedication of Jed Bartlett's presidential library - for a brief second, you can see enough of an image of the 'current president' to determine it's Smits, not Alda. If anyone else has also taped or TIVOed the episode, they can corroborate this.

Santos did not say he thought Intellignent Deisgn should be taught in the classroom... only that he believed in God and thought God was Intellignet.
In fact he went onto say that ID should not be taught in school because the Constitioun prohibits it. Further that its is theology and we need to be training our kids for science careers. Deftly handled and correct.
