Having grown up around drinkers, I can smell one from a mile away. My hubby doesn't have that ability, but then again his family is only Irish, not the real hard drinkers.

emergencies such as Katrina. Why not have training and explicit plans for responding, instead of grandstanding with the signing of bills. You can wipe your butt with the paper he is signing because it means nothing unless you simply respond when needed.
