There are very few things that can cause that level of death in a single day. One would be a nuclear bomb. Not a dirty bomb but an actual nuke.

The other would be multiple, highly coordinated attacks. Maybe gassing subways around the country or crashing planes into lots of buildings.

If terrorists detonate a nuke in a major American city, whose fault will it be? Bushco, for failing to recognize the real threat to our country.

If they stage multiple WMD attacks on one day, whose fault will it be? Bushco, for yet another intelligence failure.

They have to know that they'll take the blame for the next one before Election Day 2004. There won't be a next one. I wouldn't be surprised if they try to say they thwarted a major attack at the last minute, though.
