Phase II was 80% done in July 2004. The Republicans in control refused to allow it to be finished. At the time they said it would be finished around the end of the year - after the elections.

I called the Senate Intelligence Committee and Senator Durbin's office a week or so ago to ask about the report. Committee office just said it wasn't finished yet and didn't know if or when it would be. Durbin's office said the Republican majority controls the actions of the committee.

That's why the Repubs are so pissed. They've been able to keep this quiet so far. And they did it by using the rules - the majority party controls the agenda. The Democrats found a way to force their hand - also using the rules.
