Is Bruce Willis funding terrorism?

So. Now Bruce Willis is offering a million dollars for bin Laden or al-Zarqawi. George W. Bush has been offering millions and millions and millions of taxpayer dollars for the capture of this terrorist or that terrorist pictured on those ridiculous playing cards.

My question is, WHO exactly would know the whereablouts of these people? If they are so hidden and so insidious, wouldn't the only people who knew their whereabouts be similarly evil and insidious? Does Willis expect the local vegetable purveyor to say "Yes! I sold an eggplant to al-Zarqawi! He hobbled in on his one leg and it was him, I know it was!"
Who exactly would he be paying this money to but a terrorist who may give up one of their own to economically further the cause they have?

If Bush forks out $10 million of our dough for a wanted playing-card terrorist, where does that money go? Back into the coffers of an al Qaeda who he claims is weakened and Cheney says is in its last throes?

How often do these rewards and bounties bring forth terrorists?

Insane. For lack of a better word.

6. So when their coffers start to run dry...
the organization gives up one of the big boys, pockets $25 million of our money which goes to an 'informant' = laundering the money right back to al Qaeda.
