Saddam had his spies everywhere, there was a constant flow of intel about what was going on.
The fundamentalist Islam leaders were executed or exiled.
Any dissent was brutally crushed.

And why can't the US do the same? Because the US military doesn't know the language, the terrain or the culture of Iraq and don't seem to be too interested in learning.

Insurgents can walk right by a US soldier in the streets and have no fear of arrest. But the people in the streets know who he is.
