February 24, 2001, before 9/11, before they had a reason to lie, because they did not know that they had 9/11 to use as a false pretext to invade Iraq, from Powell, in his answer to the first question, regarding the Iraq sanctions:

"And frankly they have worked. He has not developed any significant capability with respect to weapons of mass destruction. He is unable to project conventional power against his neighbors."
