The Bush White house is filled with political operatives. Politics is what they do, it's ALL they do. Bush put his political fixers in high government positions and gave them security clearances of the highest levels. THAT is problem #1.
Problem #2 is that these people only talk to each other and then to the press. They exist in an echo chamber where the message of the day is all they hear. NOTHING else gets through. The message becomes their reality, and their sole purpose is to project that "reality" out to the American public. That leads to problem #3:
Certain members of the press have become part and parcel of the Bush PR machine. There are three levels of this: the fake "journalists" like James Guckert, who are put in place specifically to spread propaganda, the paid journalists, like Armstrong Williams, also given higher access in order to spread propaganda, and the mainstream "access" journalists, like Russert, Novak and Woodward, who make claims to independence, but are really tools of the administration.
These three problems converge into a scenario where the WH political operatives merge with a certain segment of the press into a propaganda machine, and the security clearances become very dangerous things.
This disaster was foreshadowed early in the Bush administration when we started seeing selective declassification of materials in response to Congressional criticism of Bush. It was clear then that this administration placed politics above national security.
Many in the WH had the clearance to know about Plame's identity and her work. Whether they SHOULD have known is another question. The fact remains that they did, and it is not illegal. The criminality arises out of a mindset that accepts putting classified material out to the public through the press in order to diffuse political damage to Bush and Cheney.
The "everybody knew" defense IS the evidence that the political operatives in the WH knew they were conspiring to commit a crime. Everybody didn't know. Fifteen or 20 high level officials and political operatives working under security clearances in the WH knew. Why? What possible reason was there for all these people to know about CIA Agent Valerie Plame?
Then there came a day when that information passed through to people who DIDN'T know and who SHOULDN'T have known. That the political operatives in the WH, like Matalin, deny that that is illegal and a serious security breach is very telling about the level of the conspiracy within the WH to discredit Joe Wilson.
