One doesn't need a powerful computer to download streams to a file; lots of power is required only to play the video and download the stream at the same time. I do not believe that a video capture card is required at all.
You might want to try this on audio also to see how it compares with Propaganda or Total Recorder

I wasn't able to get it to work yet with Windows, for video, but that doesn't mean it can't, and I also haven't tested it for audio feeds. However, it's free.
The question came up if my site does hosting. Doesn't at this time, but I'd be happy to put up a link to your audio or video on the menu system.
