This article in today's Newsday is showing me, clearly, what our military ought to be doing in the world. Why couldn't this become it's primary focus, (outside of legitimate defense).

Karin Landmann of Long Beach is off fighting the war against terrorism, but not in Iraq or Afghanistan and not with bullets.
A U.S. Army Reserve captain, Landmann, 49, on military leave from Nassau University Medical Center in East Meadow, is in the Horn of Africa, dispensing pills, needles and much-needed medical advice.

"We're here to help the people and fight terrorism at the same time," Landmann said. "If they're more capable of taking care of themselves, then they're less liable to fall prey to terrorist persuasion."

Djibouti, like most of the countries in the Horn of Africa, is desert-laden with torrid temperatures. The Horn encompasses Kenya, Somalia, Sudan, Eritrea, Djibouti, Yemen and Ethiopia, as well as the coastal waters of the Red Sea, Gulf of Aden and the Indian Ocean.
"The area has been a ripe recruiting ground for terrorists," Eugene said. "Capt. Landmann's unit is an integral part of our efforts to defeat any transnational terrorist groups operating in the region and to enhance the area's long-term stability."
