The Clinton era of FEMA seemed flawless. Huh. Imagine that. When you have a FEMA director w/experience things go right.

3. I had a lot of experience with FEMA

in the Clinton era. They were far from flawless - they were bureaucratic and slow. They took forever to reimburse local agencies who had to front the money for emergency repairs. We had to repeatedly get our congressman to intervene in order to expedite repayment. But I must admit that we never got the feeling that all the stalling was an attempt to outwait us in order to make us forget about reimbursement - these folks were competent if slow. It seems to me that in the current climate local agencies might well worry if they are ever going to get repaid.
