Not "Is the plan valid in its reasoning?"
Not "Is the plan workable, feasible, sensible?"

No. No such evaluations.

Merely "Is it a step in the right direction?"

Why not ask it this way:

Is the plan the slightest change in the current situation that may, remotely, constitute a positive development to even the most miniscule extent?"

Because that's what the question is really saying.
