It enables him to move to reconsider the vote, i.e. vote again. Only those on the 'winning' side can move to reconsider, if I remember Robert's Rules correctly. It is not uncommon for either side to do this, and often someone in the senior leadership is the one who 'countervotes', probably to shield other members from misunderstandings about their sentiments. Nobody doubts Frist's position on this.
Probably also why Byrd voted aye at first, then changed to nay when it became obvious cloture was dead.
