But, why couldn't he at least have said in response to that question something like, these methods have resulted the the prevention of n terrorist plots. No names of countries, nor times, nor places, nor terrorist names to give clues about the methods used, just the count of plans interrupted (and maybe compared to plans interrupted under other administrations, using other methods, to show the "efficacy" of BushCo's methods). There is no reason he couldn't have said, "We stopped n terrorist plans using this method" in response to the reporters question.
