Another thought as to why Bush doesn't seek FISA warrants |

even though they are readily given.
Taking illegal acts are, for him, a matter of principle. The principle that he is able to do whatever he pleases and nobody can stop him.
To actually ask for permission means he recognizes he isn't God.
Even if absolutely sure of getting a warrant, he would refuse to ask just to make a point.
He's a power hungry megalomanical cokehead dry drunk.
Of course, he might also be covering up something, but I sincerely believe that he is gratified by taking illegal, secret stands as a matter of principle.
It's a signal to everyone who works in the admin that illegality, end runs around congress, are okay. Everyone is deputized to lie and grab power on his behalf.

I also believe there would be a detailed record of who they were spying on - now that wouldn't be good. They are the most secretive administration on record. Why all the need for secret?
