they are completely into "but Clinton...", and they have even had to drag Carter into it!

When they are in trouble it's all Clinton, all the time, but when there is a major crisis like this they have to go back as far as Carter (skipping over Reagan, of course).

When it gets *really* bad they'll head into stuff the Johnson, Kennedy, and Truman did. Anything to avoid placing the blame for current screwups on the current resident of of the White House.
