1. I thought it was "Democracy is messy"
Sorry. I'd work a bit harder at trying to answer your question, but I'm too busy counting up all of the impeachable offenses this administration has committed. It's taking up a lot of time.

2. Indeed
It was "Democracy is messy."--this in defense of the Adminstration's lack of planning and the resultant chaos and crime shortly after the US occupied Baghdad.

3. Two links
"Democracy is messy": from the Foreign Policy Association's newsletter, which described it as "the response of the Secretary of Defense to the chaos and looting that erupted in Baghdad immediately after the American invasion."

A similar quotation sometimes attributed to Rumsfeld is apparently a characterization of Rumsfeld's views by Rep. Ron Paul. In a speech on the House floor on April 6, 2005, Paul said:

"One news report claimed that the Shiites actually received 56% of the vote, but such an outcome couldn’t be allowed for it would preclude a coalition of the Kurds and Shiites from controlling the Sunnis and preventing a theocracy from forming. This reminds us of the statement made months ago by Secretary Rumsfeld when asked about a Shiite theocracy emerging from a majority democratic vote, and he assured us that would not happen. Democracy, we know, is messy and needs tidying up a bit when we don’t like the results." (from Ron Paul's website)
