"Does CIA need a new finding?"
Was curious, as others here were, about Rummy's use of the word "finding" in his leaked memo. I googled "CIA" and "finding" and came up with this:

Mr. Bush issued a presidential finding last year, after the Sept. 11 attacks on New York and Washington, providing the basic executive and legal authority for the C.I.A. to either kill or capture terrorist leaders. Initially, the agency used that authority to hunt for Qaeda leaders in Afghanistan. That authority was the basis for the C.I.A.'s attempts to find and kill or capture Mr. Bin laden and other Qaeda leaders during the war in Afghanistan.

1. Good Catch
The wording is curious. Essentially, a "finding" when it pertains to the Intellegence Community means whatever the President thinks is legal. I wonder if he meant to leak a "discovery?"

2. Very interesting. I had wondered about that phrase.
I think your search results indicate exactly what Rummy was referring to in the memo. Rummy wants Bush to make a presidential finding which will allow an expanded power of assassination of terrorists.

Rummy's own little death squad. Bush will want one too.
