4. what a joke
that speech was a joke. Anyone reading or hearing that will be immediately suspicious. Rumsfeld is assuming that everyone thinks he has good intentions.

But Iraqis remember that Rumsfeld visited Baghdad in the early 1980s, shook Saddam's hand at the same time Saddam was repressing them. They remember that Rumsfeld was the main proponent of the US's pro-Saddam policies under Reagan. They remember that under Reagan and Bush I the US supplied Saddam with chemical weapons, with precursors for biological weapons, with missiles and other weaponry that dragged on the IRan-Iraq war for 8 years resulting in the deaths of millions of Iraqis (and Iranians) (For details you can go here:

It's got all the usual bullshit justifications for occupation.

The fact is that this group sees the population of a country- including the population of the US- as and incidental burden (or a labor resource). Neither is worth listening to in their world.
