My state makes the decision as to whether you can vote or not at either the precinct level, or as a result of a decision from the election authority. Once it's decided that you may vote, your ballot is cast in the box along with everyone else's. 'Provisional ballot' is a thoroughly bizarre concept, to me. :shrug:

They are not counted with regular ballots but are placed in an envelope with voter signature and other information, just like with absentee ballots. They are place in a special ballot box and processed after the election in like manner as absentee ballots.

a voter fills out the ballot, a voter registration form, and the ballot is placed in an envelope. These voters are then determined to be qualified or not qualified. The qualified ballots are then counted, and the vote total added to the absentee precinct totals.
