How did Zellout Miller save GA's higher education system?
I hear about that from people who used to support him but hate him now, and I don't know why.

1. I don't know if he saved it
I know he started a scholarship program run by the state that helped lower income families. However, Sonny Perdue cut its budget and now it's gone. Zell was the former governor of Georgia I think and was appointed him to replace a Republican who died in 1999 I think.

Zell was a decent governor. As someone who voted for him for Senate I wish I could take my vote back. He is a useless toady for the Bush administration and a complete disappointment to many of his former supporters.

3. 'save' is a strong word
improved is better (but given GA ed system, what else could we have done but improve?) Zell as governor started the lottery and used proceeds to start the Hope Grant, any high school graduate with a B average accepted into a state university had tuition covered, and B students going to a private university in state recieved a stipend of some sort, I think. It was a pretty good deal even though I chose not to partake of it.
As Gov Zell did some good work, and despite his record as a senator I would give him my vote again if he decided to run against Perdue.

Zell used to be an economic populist/socially conservative governor. Now he's just a mindless conservative zombie.
